For decades, West End students have joined schools across the district to promote diversity. They had little say in the matter, and few students had the opportunity to attend school close to their neighborhood and community.
If the proposal is approved by the school board, West End families will choose a school closer to their homes, district leaders said.
One of the biggest changes in the proposal is an idea JCPS has been toying with for years: "dual life."

Under the JCPS proposal, the West End would be divided into larger subdivisions, and middle and high schools would be divided into each school zone.
Students can choose from a variety of schools, many of which are located in the neighborhood, or they can attend Academy @ Shawnee for middle school and the yet-to-be-built high school.
In a change from previous proposals, elementary schools are connected to new middle and high school feeders. West End classes are assigned to one of three networks, including a small number of primary schools.

Under the district's current cluster system for elementary schools, children can choose from an elementary school in their network or an appropriate East End district.
Families elsewhere in the county will see the west end shrink. Instead of choosing West End Primary School in their group, they will be given a choice. Outside of magnet schools, West End lacks middle and high school options.
Here is an example. Student A lives in Portland. For elementary school, the closest school is Portland Elementary, but they may have a choice in the West End and some in the East End.

Now, let's look at the BK students. According to the proposal, they live in the same school as Student A, but Student B lives across the street.
For an elementary class, a B student can choose all elementary schools in the East End like A, but only one specific school in the West End: Portland.
Student B then went to Camer and Ballard. Student A will not have an "away from home" category.

JCPS provides additional support and funding to ensure poverty reduction.

JCPS recently changed its funding formula to determine how much money the school's student body receives. Schools with more students in poverty or still learning English will get extra money.

District leaders say giving West End families more choice will help fix the inequity in the district.
Getting into the school a student wants to attend results in higher student achievement, which increases academic success. If that school is closer to home, students and families may have more opportunities to participate in school activities.
Adjusting feeding patterns, or how a student transitions from elementary to high school, can provide better opportunities for children to interact with classmates, friends, and peers as they grow older.
