Parents Express Displeasure With Plans To Relocate Palo Verde To Cubberley During Construction, But Board Moves Forward
On Tuesday night, the Palo Alto Board of Education will vote on a new English Arts curriculum that many teachers who were on the district's English Arts Pilot and Adoption Board said should be scrapped.
Tuesday's meeting followed a special listening session on May 4, during which the board heard from her 22 speakers. Most of them opposed the recommendation of the 41-member committee to adopt the program. Twenty of her 25 teachers on the committee chose not to vote at all, they said.
The district has sought to end inequities in the education of underserved students and students with learning disabilities such as dyslexia.

Formed in August, the committee includes parents, teachers, professionals and administrators from all elementary and grade levels. The member was tasked with reviewing her eight ELA curricula from kindergarten through her fifth grade. Three of them were piloted for three to four weeks this year.
The committee recommended to the board that she adopt her Benchmark Advance/Adelante curriculum for reading and Teacher's College credits for writing. In addition, he recommended Haggerty Phonetic Awareness, a supplementary curriculum to help students, including those with dyslexia, read well. According to the commission, Haggerty's curriculum will complement the methodology of Orton Gillingham, an existing program focused on teaching phonetics.
However, many teachers speaking at the May 4 board meeting said the school district should backtrack and consider additional curricula better suited to its students. Some teachers say initial teacher training and supplemental materials for the 2022-2023 school year will cost her $2.7 million, so they would be better off spending it on other programs or enhancing existing programs.

Other committee members, including parents, said the curriculum wasn't perfect, but it was time to adopt something rather than extend the search indefinitely.
Angeline Rodriguez, as a teacher on the ELA Recruitment Committee, did not vote for nominations, citing her teacher-centered, one-size-fits-all approach that runs counter to everything she has learned about effective literacy teaching. I couldn't conscientiously choose between the three programs.
"Having to choose between three substandard literacy programs does not live up to PAUSD's promises. Above all, we ask for more time tonight, a time to evaluate a rigorous, developmentally appropriate program, a curriculum that is student-centered and based on best practices. Letting go will only negatively impact the very students we are here to serve … we should not be rushing forward with the curriculum that 85% of the committee did … we do not support it," she said.

"My responsibility as a teacher is to always do the best for the children I serve.I could not see myself in the eyes of my colleagues or in the mirror. I am served by an IEP (Individualized Education Plan) plan. I had to look outside the benchmark curriculum for alternative texts and teaching methods so they could access the learning in each lesson. (Benchmark Curriculum) is going to really hurt our children for years to come. Please make the right decisions and give us more time," she said.
The teachers also received support from Terry Baldwin, president of the Palo Alto Educators Association. A survey of members found that 49.7% of her respondents reported that morale was low or very low this year, and 36.4% said it was "fair."
Lack of input or disregard for teachers' input to changes in school goals, decisions, curricula, and district policies is one of the repeatedly cited factors. Baldwin said there were many reasons why teachers didn't vote.

"Those reasons were collected at the committee meeting, but were not included in the board packet," she said.
"They were constantly told that their duty as a committee was to choose the curriculum. Shouldn't their duty be to find the best curriculum for their students? If the majority doesn't feel any of the three things… That's great, but could we recommend extending the process for another year and doing more pilots?" she said.
Many teachers have told the Palo Alto Educators Association that they won't be on district committees in the future because they feel their opinions don't matter, she added.

However, the Palo Alto Special Education Community Advisory Committee (CAC) strongly supports the proposed curriculum, it said in a May 3 statement to the school board.
"It is totally unrealistic to think that we can choose and buy a ready-made curriculum that perfectly meets our needs. It allows us to focus on the needs of each individual child, thinking about how we teach, not what we teach," said CAC.
Kimberly Eng Lee, her CAC representative at Lucille Nixon Elementary School, asked the board on May 4 to approve her ELA adoption committee's recommendations.

"Parents rely on a coherent system that adopts new standards and coordinated materials and reduces haphazard instruction that children across dozens of rooms and grades get (and help) , is the only way to teach uniformly and equally," she said.
"After looking into this carefully, it appears that this hiring process adheres to board policy and statutes, so I don't think there is a problem with the process, at least in terms of how the process was managed. Ken Dover, President of the Board of Directors, said:
"This curriculum has never been adopted by the Board, as required by state law. The fact that the school district is not complying, I believe, is a significant issue and contributes to my sense of urgency regarding our own board policies and statutes. And that's really the basic point. …it's not an acceptable situation for us to do that because we use a curriculum that doesn't serve our students, especially those who are struggling. I've been coming here for the past few years.

Vice President Jennifer Dibrienza likened her curriculum decision to a pandemic, with 100 teachers calling her and asking her not to reopen her school. They did what Superintendent Don Austin taught them. "Stay in your lane" and leave it to the professionals. In that case, they listened to public health experts and said it would be fine to reopen schools. In hindsight, it was a good decision, she said.
But now the experts in the ELA curriculum are the teachers. In an earlier curriculum agenda, Dibrienza said her vote was consistent with the position taken by the majority of teachers.

"I think it was easier for me because they are experts in that example. They are the ones who are with our children and implement it. People are not.
"If we don't listen to them, who are we listening to? Who is making this decision? Who are the experts here? If it's a decision, I think it's really important that we listen to public health.If it's a law, then listen to the law. We listen to the people we ask to work with them," she said.
"I can tell my colleagues that if they don't agree there's no way we're going to hire successfully. So I don't know exactly why we're moving forward now. Thanks for that process."
